As the permanent CDO, Burroughs will be responsible for expanding the state’s use of data to improve citizen experiences and deliver actionable data insights across state government, according to Weaver.
“I’m confident Carol Burroughs is uniquely qualified as a state IT leader,” Weaver said in a release. “She will expand our use of data to improve citizen outcomes in areas from criminal justice and health care to education and workforce development.”
In 2021, Burroughs became interim CDO after former CDO John Correllus retired and ended his six-year tenure with North Carolina IT.
As interim CDO, Burroughs focused on developing statewide enterprise data strategies related to management, privacy and governance across all platforms.
Burroughs first joined the state’s Department of Information Technology as a principal consultant in 2014. A year later, she was promoted to assistant deputy state CIO and then to director of analytics in 2018.
As director of the Government Data Analytics Center, she oversaw North Carolina's use of integrated data to support public safety, fraud, compliance, health care and finance.
