When it comes to the public sector, budgeting is hardly the "sexiest" topic of discussion. And yet, for people trying to figure out how to achieve better outcomes for their communities, the local government budget process is the main piece of that puzzle.

Even so, many local governments continue to follow the traditional budget process of looking at line items (e.g., postage, travel, training, supplies) from the prior budget and making adjustments based upon trends. But it is nearly impossible to look at a line item and determine if that expense is contributing to desired outcomes. Enter priority-based budgeting: a process built on the idea that community needs should determine how a budget is allocated.
